In the end, Schumpeter concluded, "the electoral mass is incapable of action other than a stampede" (1942, 254).


Schumpeter was right to say that in deciding whether the conditios for democracy are met requires "laborious appraisal of a maze of conflicting evidence" (1942, 254), but he did not undertake such an analysis himself.

My purpose here is to pay a brief return visit to this famous article and the huge commotion it stirred up and to excavate what I take to be the largely neglected and mostly affirmative lesson of Converse's original analysis.
